Wind or rain make any of these feel a rung colder: dress for the one below.
Yes, but a light one. 10°C is cool rather than cold: a tee alone is too little, a winter coat too much. One light layer does it: a denim, leather or suede jacket, a trench, a chore coat, a blazer or a cardigan. In the midday sun you may take it off, so wear something underneath you're happy to be seen in.
A long-sleeve tee, a light knit, a shirt or a thin roll neck. Cotton and fine merino are ideal; a heavy wool jumper is for colder days. Full-length jeans or trousers are right; shorts and bare legs are too cold for most people. Light colours and lighter fabrics, like cream, stone and washed denim, suit 10°C better than winter's dark wool.
Wind makes 10°C feel nearer 5°C, so close the layer: a trench or a zip jacket instead of an open cardigan. In rain, a trench coat or a light water-resistant parka over a knit, and leather shoes instead of suede or canvas.
An overshirt, a chore coat, or a suede or denim jacket over a tee or an oxford shirt, with chinos or jeans and trainers, loafers or boots. A light quarter zip or crewneck under the jacket handles a cold morning, and comes off once the sun is out.
Layer pieces that each work alone. A shirt or tee under a light knit under an unlined jacket gives you three outfits in one: all three in the morning, two at lunch, one in the afternoon sun. Choose a jacket that looks good carried or tied over a bag, and shoes that suit all three.
Cool. Most people want long sleeves and a light jacket at 10°C, and a warmer layer once the sun goes down.
Most people find it too cold for shorts. If you run warm, wear them with a sweatshirt or a jacket and closed shoes.
Closed shoes: loafers, leather trainers, ankle or Chelsea boots. Sandals are too cold, and canvas trainers are fine only when it's dry.
A light jumper, yes: a fine merino or cotton knit on its own, or under a light jacket for the evening. Save chunky wool for colder days.
