Wind or rain make any of these feel a rung colder: dress for the one below.
Yes. At 40°F a sweater and a light jacket won't keep you warm for long outdoors, especially in wind or rain. You want a real coat: a wool coat, a lined parka or a light puffer, with a knit underneath. You don't need your heaviest winter gear yet, though: save the long down coat and the snow boots for when it drops below freezing.
Three thin layers beat one thick one: a tee or long-sleeve top, a sweater or flannel, and a coat. Indoors you take the coat off and still look dressed; outdoors the air between the layers keeps you warm. A scarf adds more warmth for its size than anything else, and a beanie earns its place on windy days.
A lot. A windy 40°F day feels close to freezing, so choose a coat that blocks wind (a puffer or a dense wool) and close the collar with a scarf. On a wet day, a water-resistant parka or a trench over a knit is better than wool, which soaks up rain. Rain also decides the shoes: leather boots instead of suede or canvas.
A wool coat or a puffer over a sweater, with straight jeans, wide trousers or fleece-lined leggings, and ankle or knee boots. A skirt works with opaque tights and knee boots. A crossbody bag keeps your hands free for gloves and pockets.
Dress for the morning and plan to carry the coat. Wear a layer under it that works on its own, like a sweater over a shirt or a cardigan over a tee, and choose a coat you can fold over an arm or a bag. Boots are still right: the sidewalks stay cold and often wet well after the air warms up.
Yes, for most people. It's cold enough for a coat, full-length trousers and closed shoes, and cold enough that wind or rain make it feel close to freezing.
Only with a warm layer underneath, like a hoodie or a thick sweater, and for short times outdoors. For a long day outside, a wool coat or a puffer is warmer.
On dry days, yes, with warm socks: leather or suede sneakers are better than mesh. In rain, wear boots.
A light or packable puffer is ideal at 40°F; a heavy down parka will feel too warm unless it's windy or you'll be standing still outside.
Yes: a long-sleeve or knit dress with opaque tights, knee boots and a wool coat that covers most of the hem.
